BIOGRAPHY

As Director of Market Entry and Global Engagement at WTC Utah, Dustin acts as the lead international trade and investment development specialist for companies in the State of Utah. Besides guiding US companies in their global expansion, Dustin also works with foreign partners to attract international trade and investment to Utah, especially in its high technology clusters and advanced manufacturing sectors.

Prior to joining WTC Utah, Dustin worked in FDI, legal, and tax consulting throughout Asia at Dezan Shira & Associates, a pan-Asia consulting firm. He has lived throughout the region, including in both Hanoi and Ho Chi Minh City. He is highly experienced in assisting US companies shift their supply chains to ASEAN. He has helped many multinational and US firms structure their investment in Vietnam in the manufacturing, technology, service, and trading sectors, and has a strong background in regional trade, investment, and regulatory matters.

Dustin has had the privilege of speaking at multiple trade and investment promotion conferences, such as the US-Vietnam Business Forum, among others. He is a strong advocate for US-Vietnam bilateral trade and investment relations.

Dustin has received degrees in Economics and Political Science from Columbia University in New York City. He is fluent in Mandarin Chinese, and conversational in Vietnamese.

He currently resides with his family in Salt Lake City, Utah.

ABSTRACT

My topic will be “International Experience in Deploying Smart Manufacturing and Suggestions for Vietnam.”

The speaking time is just 15 minutes so I will need to limit the number of presentation slides. I still will be able to have some depth and technical information on the topic though, I plan to follow the below outline for the speech:

o How has US continued to have strong manufacturing sector under globalization, and what is the role of smart/advanced manufacturing

o Overview of smart manufacturing clusters in the US

  • What was the role of the government?

  • Overall benefits and impact of sector
  • Case 2 – Singapore

o Overview of experience deploying smart manufacturing in US

o How has Singapore deployed smart/advanced manufacturing to maintain a high level of manufacturing in the economy?

o What was the role of the public and private sector, respectively?

o Overall benefits and impact of sector for SG

  • Lessons for Vietnam in these cases

By presenting the information above, I will argue that Vietnam can learn from the experience of the US and Singapore in smart manufacturing, and coordinate between public and private sector forces in order to implement digital transformation of Vietnam’s manufacturing sector. Through these means, Vietnam can continue to move up the global value chain and ensure manufacturing continues to play a positive and sustainable role in the country’s economic growth until 2030 and beyond.
