BIOGRAPHY

Dr. Nguyen Duc Kien is currently Deputy Director of Product Strategy Division, the key unit of VNPT Group in planning and implementation of the transition from a traditional telco to become a digital service provider.

He has 15 years of experience in telecommunications and information technology at major French corporations such as France Telecom, Bouygues Telecom, Sagemcom, Technicolor, and ABV International – Singapore. He has been at the forefront of the service department, as well as in charge of research and development of new products such as the world’s first smart mobile router that supports IPv4 and IPv6 simultaneously on both access network and user network, enabling intelligent routing of data streams.

He completed his master’s degree and a PhD in IT at the University of Paris 8.

VNPT IOC – solution for smart city operations management in Vietnam

ABTRACT

Digital government transformation is led by the Government and local authorities; meanwhile, building a smart city requires a cooperation of different stakeholders: enterprises, universities/institutes, local authorities and the whole community in order to transform governance model and create smart services and utilities for people and businesses, with the goal of “developing a sustainable and prosperous smart city” in Vietnam.

IOC (Intelligent Operations Center) acts as “digital brain” in the management and administration activities of the digital government and Smart cities model in Vietnam, contributing to promoting national digital transformation in the 2021-2025 period. This presentation is a systematic introduction to IOC, which includes:

– Building an IOC helping the urban government changing governance model, connecting the power of state agencies to serve people better; Sharing data will make the government more transparent, increasing productivity and work efficiency;

– Applying modern technology solutions to collect information and provide processing capacity to IOC such as: smart operations center platform towards smart city platform, IoT platform, 4.0 technology platforms such as AI, cloud computing, authentication identifiers, etc. with open APIs;

– Integrating synchronously smart city services into one engine is a premise to help manage and improve people’s living conditions such as: Recommender system for citizens; 1022 Multi-channel Government-Citizen Interaction System; Smart camera system to monitor traffic and security; Social network listening system; Information security monitoring center; Environmental resource management system;…

– Practical deployment of IOC in Vietnam and learning experience helping local authorities to deploy quickly, efficiently and economically.
